SPRING OWNERS MEETING MINUTES

Board Members Present - Steve Stemhagen (President), Sue Hannah (Vice President),
Alice Carey (Treasurer), Barb Wakefield (Secretary), Wilbur Dukes, Harold Mattoon, Shannon Irwin
Guest speaker- Debbie Bailey from Pierce County emergency management presented information
regarding our mitigation plan and the process to adopt the plan. The base plan should last for 5 years.
Taylor bay has an individual plan under phase 2 and will go under revision. Revisions are due by
November 2013 when our plan expires (we will get a short extension). Revisions will happen in our profile
information and updates will come from the census data of 2010. The risk assessments will be looked at
for natural hazards, the man made and technological hazards and looking at security measures. County
received a grant for the plan updates. Taylor Bay has a representative that goes to the meetings every
month and works on assignments to get the plan complete. The state reviews the plan for approval or
changes then FEMA looks at it to make any corrections or changes and then finally the TBBC board will
get the plan for approval and adoption. Then it goes back to FEMA and we have another plan for the next
5 years.

Sewer plant up date, we are working on getting the tank coated but need to wait for the dryer
weather later in the year.
The lift station on the back loop was grouted and sealed due to dirt and sand getting in from
rain water. This should increase the life of the pump.

A motion was made to approve the Fall Membership Meeting minutes (10/6/12). Motion
passed.

So far, the special assessment has been used to pay for repairs to the case tractor ($2,070) and to clean the
sides of the water tank ($3,286).
As of 4/30/13-
Dues-$88,200 was billed to members. 22 members still owe dues – 13 are on payment plans, 2 have been
turned over to an attorney, 1 has been settled with, 1 has been turned into collections, 2 are in foreclosure, 3
water shut off letters, 1 back loop, when the foreclosures are complete and sold, we will be able to collect
dues on those properties.
Special Assessment- $22,050 was billed to members. 8 members owe (balance due -$2,502)- 2 have been
turned over to the attorney, 2 are in foreclosure, 1 turned into collections, 2 water shut off letters, 1 back
loop
Road repairs special assessment- 6 members owe for a total of about $4,200. -2 have been turned over
to the attorney, 1 is in foreclosure, 1 turned into collections, 1 payment plan, 1 back loop
Old Paving Assessment – 1 member owes $2458 and has been turned over to the
attorney
We have been making head way in collecting from people who have not paid for long periods of time. We are
taking the collection process very seriously and it seems to be working.
We were able to collect from one member all the 2011 and 2012 dues that owed along with the road
assessment and also we were reimbursed for legal fees that it cost us to go after this member.
The expenses are listed on 2 sheets one is for our normal dues and one for the special assessment.
The financial audit is being worked on and should be back next week.
Treasurer's report accepted.
Old Business:
Discussion on the Beach Erosion project which started back in July of 2012. In February board
members met with two representatives from Pierce County, one representative from Fish and
Wildlife and the civil engineer. They walked the beach and explained what wanted to do; they gave
us some feedback of what we can and cannot do. We have come up with a revised plan to work on
two main areas, the area where there is erosion on the bank under the road and the bank under
the sewer plant
The water tank was cleaned by liquiVision. They cleaned the 16 inches of minerals deposits that
had accumulated at the bottom of the tank and all the sides, top to bottom, replaced a cable to
stainless steel (no more rope) and replaced the two boat fenders for stainless steel floating discs.
The water system was flushed out by volunteers
New Business:
A reminder of Yard Care. Please keep your properties mowed and maintained throughout the
growing season to prevent fires and maintain aesthetics. To help keep cost down of the
landscaper, please keep all vegetation maintained off the easements and ditches. And keep
your perimeters from encroaching in your neighbors.
The 4th of July parade will continue as will the fireworks at the beach. LeRoy Seeley is taking
donations for the ice cream that are provided after the parade. Everyone is welcome to join the
parade, decorate your lawn mowers, bikes etc and come join the fun. A neighborhood
horseshoe match
There is a Shoreline living class that is being held on July 14th. That day was picked due to the good
tide that day. If anyone is interested please contact Alice Carey or leave a message on the TBBC

Announcement that we have a celebrity among us. Don Tjossem has written and complied photos for
book in the “Images of America Series” for Gig Harbor and it is available on Amazon.
There is interest in doing a community Yard Sale. If anyone is interested, get a hold of Shannon Irwin.
